Most houses with a Richmond address are not inside the City of Richmond, and the difference changes both who permits the work and what sort of house a technician is walking into.
Local context
One of the oldest towns in Texas, with a suburb wrapped around it
Richmond was incorporated in 1837, one of nineteen cities first incorporated by the Republic of Texas, and is the seat of Fort Bend County. Austin’s colonists established Fort Bend on this stretch of the Brazos in 1822, and the town later counted Jane Long, Deaf Smith and Mirabeau Lamar among its residents.
The city itself stayed small. Four and a half square miles, 11,627 people, and a historic core whose oldest residential streets read like mid-century small-town Texas rather than suburban Houston.
What happened around it is a different story. From 1978 onward, when Bruce Belin and Associates began building on 1,450 acres bought five years earlier, Pecan Grove grew into a golf course community of nearly 23,000 people just outside the city line. Aliana, Long Meadow Farms, Grand Mission, Waterside Estates and Harvest Green followed over the decades after.
All of them post to Richmond. None of them is in it.

Housing stock
Two housing stocks, seventy years apart, sharing one postal address
The pre-1965 city housing. Winston Terrace and the streets around it are largely 1940 to 1965: bungalows in brick and wood, single-storey, on lots with enough mature oak cover to shade a roof properly. These houses were designed before ducted refrigerated air was standard, so the cooling system in them was retrofitted. The tell is ductwork that follows the path of least resistance rather than a designed route: through a low attic, boxed into soffits, or squeezed through closets. Returns are typically small and few. The master-planned housing. Pecan Grove from 1978, then Aliana, Long Meadow Farms, Grand Mission and Harvest Green through the 2000s and 2010s. Two-storey, attic air handlers, designed duct, and a predictable sequence of failures as each cohort ages. The Pecan Grove homes from the early 1980s are now on their third system. The Harvest Green homes are barely out of warranty.
The retrofit trap. The mistake made most often in the older housing is fitting larger equipment to solve a distribution problem. In a 1952 bungalow with a retrofitted duct system, a bigger air conditioner mostly makes the house colder near the one good supply register and does nothing for the far bedroom. In some of those houses the honest answer is a ductless head in the problem room rather than more capacity at the centre.
