Local context
A city that was literally marketed on its air
William Wright Baldwin, a Burlington Railroad vice president from Iowa, laid out Bellaire in 1908 on land that had been part of William Marsh Rice’s ranch. He said the name meant good air, chosen for the breezes. The city incorporated on 24 June 1918 with 200 residents.
It has stayed residential ever since, which is where the City of Homes nickname comes from. Today it covers 3.6 square miles with 17,202 residents, surrounded entirely by Houston and West University Place, with Interstate 610 cutting through it.
The thing that shapes the mechanical work is the lot. Bellaire lots are 75 by 130 feet, larger than West University’s, which is exactly why the teardown and rebuild trend took hold here so strongly. Average house prices moved from around 75,000 dollars to around 500,000 between 1986 and 2006, and the driver was not inflation in the old houses but their replacement with far bigger ones.
So the housing stock is genuinely bimodal. Surviving single-storey mid-century houses, and two and three-storey rebuilds several times their size, frequently next door to each other on identical plots.

Rebuilds
Much bigger houses, on exactly the same lots
The Bellaire rebuild is a specific building type, and it produces a specific set of mechanical problems that follow directly from its shape. The house goes up rather than out, because the lot cannot get wider. That single constraint drives most of what follows.
Vertical stratification. Warm air rises through an open stair core in a three-storey house, so the top floor runs warm and the ground floor runs cold, and one thermostat cannot referee that. Separate systems per floor handle it better than zoning a single system does, which is why they are the norm here. See upstairs not cooling and zoning and airflow.
Long line sets. A top-floor air handler and a ground-level condenser can be forty or fifty vertical feet apart. That distance has real consequences for refrigerant line sizing and for oil returning to the compressor, and getting it wrong produces a system that works acceptably for a few years and then does not.
The side yard problem. Two or three condensers squeezed into a narrow gap between tall houses, sometimes with a solid fence a short distance away, is the most common avoidable capacity loss we see in this city. Heat rejected by one unit gets re-ingested by it or by its neighbour, head pressure climbs and everything downstream of that gets worse.
Tight envelopes and humidity. A new house built to current practice is far more airtight than the 1955 one it replaced, so the cooling load is lower and the latent share of it is higher. Equipment sized on floor area alone tends to be oversized, satisfy quickly, and leave the house cool and clammy. See humidity control.
And the mechanical room is now a room. In a rebuild the equipment usually lives in a purpose-built space rather than an attic, which is a large improvement in service access, equipment life and drain routing. Where that space was designed generously, everything about future work on the house gets easier.

The houses that did not get torn down
Plenty of the original stock is still here, still single storey, and still sitting under the tree cover that a century-old residential city accumulates. Those houses have the mid-century pattern: equipment in a hall closet or a shallow attic, a single central return, and duct that has been added to rather than designed.
They also have an advantage nobody talks about. A shaded 1,600 square foot house with a decent envelope has a genuinely small cooling load for this climate, even at a design temperature of 94°F. When one of them is uncomfortable, the cause is nearly always distribution, and the fix is nearly always cheaper than a new system.
Where a single room is the whole problem, a ductless head often beats reworking the duct for the entire house. Where an addition or a garage conversion is involved, the load calculation needs redoing rather than assuming the existing system can absorb it. See HVAC for remodels and additions.
