Local context

Almost the entire community was built inside one decade

Fresno has had a post office since 1910 and was named by a settler who had come from Fresno, California. Almost none of the housing reflects that. The 2000 census counted 6,603 people here. By 2010 it was 19,069, and by 2020 it was 24,486.

The subdivisions carry the dates. Teal Run started in the 1980s, then the Estates of Teal Run in 1999 and the Villages of Teal Run in 2001, followed by Winfield Lakes and Andover Farms in 2004 and Cambridge Falls in 2005.

So the dominant house in Fresno is a builder-grade two-storey from between roughly 1999 and 2008, with the air handler in the attic, a single system serving both floors, and flexible supply duct run the length of that attic to reach the upstairs bedrooms.

Permits and inspections

Nobody is going to inspect the work, which changes what you should ask for

Stafford, Sugar Land, Missouri City, Bellaire and Houston all run a mechanical permit and an inspection on a system changeout. Fresno is unincorporated, so none of that applies. Fort Bend County’s permitting is a development permit through its Engineering Department, triggered by new structures and slabs at 400 square feet and above or by work in a floodplain, not by replacing an air conditioner.

That is neither a loophole nor a scandal. Texas counties simply do not have the residential building code authority that cities do. But it does move responsibility onto the homeowner and the contractor, and there are four things worth asking about before an install here.

Line set. Whether the existing refrigerant lines are being reused, and whether their size suits the new equipment. A line set sized for older equipment is a common and invisible cause of poor performance on a brand new system.

Evacuation. Whether the system is being pulled into a deep vacuum and held there before charging, or just purged. Moisture left in a system shortens the life of everything it touches.

Charge. Whether the final refrigerant charge is being weighed or measured against superheat and subcooling, rather than set by pressure alone on a hot afternoon.

Drainage. Where the primary and secondary condensate drains go, and whether the safety switch actually works. In an attic install over a finished ceiling this is the difference between an inconvenience and a repair bill. See condensate drain lines.

The replacement decision

Most of Fresno is on its second system, and the refrigerant has changed twice

A house built in 2003 was fitted with an R-22 system. R-22 production for new equipment ended, prices climbed, and most of those systems were replaced somewhere between about 2012 and 2020 with R-410A. Which means a large share of Fresno houses now have equipment that is itself six to fourteen years old, running a refrigerant that is now being phased down in turn.

The practical consequences are worth understanding before a repair quote lands.

On a system under about ten years old, a failed capacitor, contactor or blower motor is a straightforward repair and there is nothing to agonise over.

On a system past about twelve years with a failed compressor or a leaking evaporator coil, the sums get harder, because a major component on ageing equipment costs a meaningful fraction of a full replacement and buys you the remaining life of everything else.

On any repair involving refrigerant, ask what the system uses and what that refrigerant currently costs, because that number has moved a lot and will move again.

Fresno questions

Is Fresno a city?
No. Fresno is a census-designated place in unincorporated Fort Bend County. It had 24,486 residents at the 2020 census across about 9.2 square miles, which is larger than several incorporated cities nearby, but there is no Fresno city hall, no Fresno mayor and no Fresno building department. Water and drainage for the larger neighbourhoods come through Fort Bend MUD 23 rather than a municipal utility.
Does an AC replacement in Fresno need a permit?
Not a municipal one, because there is no municipality. Fort Bend County issues development permits through its Engineering Department, but those cover new structures and slabs of 400 square feet or more, work in a floodplain and similar development, rather than swapping out a residential air conditioner. Texas still licenses the contractor: air conditioning and refrigeration work is regulated statewide by the TDLR, and you can check any company’s licence number before it starts.
If nobody inspects it, does the install quality still matter?
It matters more. In Stafford or Missouri City a city inspector is a second pair of eyes on the work. Here there is no second pair of eyes, so line set sizing, evacuation, refrigerant charge, drain routing and the condition of the ductwork are entirely down to whoever did the job. That is worth knowing when a quote comes in noticeably cheaper than the others.
My system is about ten years old and needs refrigerant. Is that normal?
Needing refrigerant is not normal at any age. A sealed system does not consume it, so a system that is low has a leak somewhere. On equipment of that age the practical question is whether the leak is in an accessible joint or in the evaporator coil itself, because the answer changes the cost by an order of magnitude.
